The new "Catalogue" will be better. Support foreign-invested enterprises to play an important role in the development of the real economy.

据介绍，2017版《目录》体现了三个特点: 一是进一步缩小了外商投资企业设立和变更的审批范围，除 “内资公司，合法设立或控制境外并购境内公司与其有关联关系的企业或自然人”，将不涉及外资并购不涉及准入特别管理措施的企业及变更，包括上市公司引入外国投资者的战略投资、都包含在记录管理中。商务部还将同步建立配套办法，及时修订出台《外商投资企业设立及变更管理办法》，明确并购及变更的备案程序。这将大大简化外资并购的程序，有效降低制度性交易成本。

The new and revised encouragement items will better promote the combination of attracting investment, technology and intelligence, continue to encourage foreign investment in areas that are in line with the direction of my country's industrial transformation and upgrading, and support foreign investment in the "Made in China 2025" strategy and innovation-driven development strategy.
